Win Colbert is Of Counsel at GableGotwals’ Houston office, where his practice focuses on environmental and natural resources law. His experience includes advising clients on complex environmental, health, and safety (EHS) matters, regulatory compliance, and government relations. He has counseled clients on permitting, enforcement defense, litigation strategy, crisis management, and regulatory compliance across industries such as energy, utilities, chemical manufacturing, and transportation.

Win has successfully resolved high-stakes enforcement actions under the Clean Air Act, Clean Water Act, RCRA, and Superfund laws. He has represented clients before the EPA, state agencies, and in federal court. Win also regularly advises on business continuity planning, risk mitigation, and environmental strategy related to real estate and transactional matters.

Prior to joining the Firm, Win served as the Senior Assistant City Attorney for the City of Houston, where he provided advice and counsel to the Mayor’s Office and City Departments (Airport System, Health, Public Works, Solid Waste, Administrative & Regulatory Affairs) on environmental (air quality, water permits, waste management and enforcement), regulatory, intergovernmental issues, land use, and legislative matters; and interfaced with USEPA and TCEQ.

He has been involved in civic and environmental initiatives throughout Texas, and currently serves on the boards of the Galveston Bay Council and the Houston-Galveston Area Council Air Quality Committee, where he is a past Chair. He previously chaired the North Texas Clean Air Coalition and served on the boards of the Fort Worth Economic Development Corporation, Fort Worth Chamber of Commerce, and North Texas Commission. Win also co-chaired the State of Texas Clean Air Responsibility Enterprise Committee, which developed regulatory recommendations for previously grandfathered air pollution sources.
