Along with twenty-four other states, Oklahoma allows statutes or constitutional amendments to be enacted through the initiative petition process.  With an initiative petition, a measure is placed on the ballot after proponents gather the requisite number of signatures from registered voters or after passage of joint resolution by the Legislature.
